With pretty much any PC video game, the resolution you use for the operating system will have impact on the game. So if you want to set to 4K in the game, you'll want to make sure in the OS (presumably Windows) it's set to at least 4K.
I don't understand your comment about GeForce Experience. It sets up SWBF2 fine.
If you want people in this forum to help you further, you'll want to provide more specifics about your configuration. A DXDIAG report might help.
