Yes this can be very frustrating. I do want to say however that I have read people having a weird bug where they leave a game to return to main menu and for some reason after a short while get transported into a random game. I myself suspect that I have experienced this as I once left it in the menu having just left a game went to make some food and when I came back found I was idling in a game of GA. Until things like that get fixed I'm not sure if they would be able to distinguish between the bugs and whether or not it would be fair to actually issue time bans for any of those sorts of things. While this game is so buggy you really have no idea why people have actually left a lobby however massively frustrating it may be. Even though all appears normal to you, they may have experienced a whole plethora of potential bugs that has meant they're not in the game, had to quit, just plain rage quit. My money is on the fact that if they fix the game to a decent level then the amount of times these situations happen will also be reduced.
