I experienced something similar after the the new update to my Nvidia Driver, And my problem was caused by dual Monitors Nvidia is working 24/7 to fixing it.
because its a know issue for some of its Customers, and since I also have a 1060
*Are you using Full Screen or Windowed mode in BF2?
1:remove your Monitor Model: PANASONIC-TV
2:Update Nvidia Driver I can see you are running on Driver Version: 23.21.13.8871 it should be 23.21.13.9135. (Old DXdiag my bad 😉)
