Happened to me with the officer class back in March (https://answers.ea.com/t5/Bug-Reports/Officer-Class-Won-t-Level-Past-29/m-p/6721854#M11940) and with the assault class just yesterday. Exiting the lobby and joining another fixes it for me, but it sucks to have to leave a winning team.

Took a break for a couple days, but like @nrobh said, the bug is restricted to a specific session, so I started earning XP again. It's annoying, but at least it isn't permanent.
