Are you on a wireless connection? If so, can you switch to a wire or is your router too far away?
I know you're refusing to power cycle your equipment, but this is something that should be done regularly. This clears out the cache and frequently resolves stability issues. That is the first thing you should try. If that's not possible, there really isn't anything we can do to help.
Yes I'm on a wireless connection and while it's not too far away for a wire, I can't have wire running throughout the house. The router and modem get reset about once a week, I just couldn't reset it every time I want to play battlefront 2. I think the bigger issue is immediately after losing connection to the EA severs I went back to playing FO76 for a few hours without getting booted once. Afterwards I went to play battlefront 2 again and lost connection within twenty minutes.

That's probably the issue then. Wireless is unreliable and prone to disconnects/lag. Especially when the signal has to travel through walls and/or floors. This gets worse when there are other devices sharing the same connection. It's worse still when anyone is streaming media while you're playing. Until you get wired, or at a minimum, closer to the router, this will continue to happen. You can try changing the wireless channel you're using. That may help. Also, you could try opening the ports for Battlefront 2. They are listed here: https://help.ea.com/en/help/faq/opening-tcp-or-udp-ports-for-connection-issues/. You can get some help with this at www.portforward.com.

My wireless isn't an issue for the other online games I own. I'm thinking the issue is with EA.

We should test your connection then. Do you have a PC by chance? If so let’s find out how your connection is reaching our servers. Can you run a UO Trace and screenshot me the results? Instructions here: https://help.ea.com/en/help/faq/connection-troubleshooting-basic/. You'll need to have the PC on a wireless connection in the same room you play in.

After power cycling my modem, I ran a few tests test, I'm downloading at 189.64 mbps on the Xbox one.
I connected with Elder Scrolls online and it connected. fine, I connected with Fallout 76 and it's fine. I connected with Star Trek Online, and Black Desert, and Red Dead Redemption 2, and all connected without issue. Battlefront 2 however gives me the 721 error code.
Can I just get a refund?

You'll need to contact the retailer you purchased the game from to inquire about a refund. Just let me know if you want to continue troubleshooting this.
