Skill level not same as star card level

Steps: How can we find the bug ourselves? Change some crafting parts into a skill point
What happens when the bug occurs? Assault/Heavy/... not leveling up
What do you expect to see? Same level as star card count

Since you can change crafting parts in skill points, when used in this way it does not upgrade the level of your persona (specialist/ enforcer/ ...)

Before that the level of your persona was always the same as the total of the level of your star cards.

If you check the picture of the enforcer, I have 4 skill points but cannot use them before level 16. I'm now at level 12. But according to my star cards count + unused skill points I should be at level 19 !!!

Wat is going on here?
