I am having the same issue on PC. My biggest issue is when aiming down the sights there is extreme lag. It's not a smooth transition at all. It takes 2-3 seconds for the ADS to come up when aiming. I am dead half the time before it even comes up. Also lagging very bad when opening loot boxes and menu items. I'm running a 980 ti ftw. This is happening on both the 388.13 and 388.31 drivers. It's 10x worse on 388.31. Game is unplayable.
Bumping - I have had the stutter / screen freeze issue since launch on my PS4.
FWIW it ‘feels’ like it’s a client side resource issue - ie if I was experiencing the same issue when PC gaming, I’d be looking for a process hogging the CPU.
It also seems to hit me more when entering a room with a lot of action, attempting to look down a scope or (most frustratingly) when attempting to engage a close target. But having said that, it also happens randomly on a ‘quiet screen’.
I have tried turning of the visual effects in the menus but this had no noticeable effect. The most recent patch (1.4) also seems to have had no effect. I have notice drubber banding has improved a fair bit though.
its a beautiful game and I have been enjoying it for the most part but I’d much rather it ran smoothly than looked pretty.
Something worth trying for those of you on PC with the stuttering issue...
I just downloaded Driver Booster 5 by IObit and it found a bunch of outdated drivers that other programs did not. I updated all of the drivers and the game has been working great so far. I will let you know if it starts acting up again but it might be worth trying for you guys.
Same issue getting micro stutters, freezing impossible to play. I should have spent my money on something else.

I think it is safe to say the the issue is not platform specific sing the reports are coming from every platform. Are we back to the days of crappy netcode like BF4?
