    @DarthFDG Found the solution. Lower the display settings to the lowest possible. This calmed the stuttering down to a level where I could actually play the game, with ultra graphics. Thx for your help. Pls pass this around to the guys and gals having this issue.

@AbbiDabbi707 I reinstalled the game and it is a little better, but still pretty slow. I was noticing that my GPU and RAM are hovering around 100%. Any ideas?

    I provided multiple suggestions, including attaching your DXDIAG results.
