I have access to an account which doesn't have everything on purple yet, next time I can hop into the game I'll check this out. However, AFAIK Instant Action doesn't let you use stuff you haven't unlocked yet, only Arcade mode.

Truth be told, I was playing yestarday and it changed once again: in Instant Action if you now choose a Supremacy Match, all starcards equipped will be purple. Tried the same thing on Mission Matches both on Attack and Defense, and you're still stuck with the starcards you have unlocked just by playing online.
This was actually the way it used to be when instant action shipped, but when missions arrived they changed it by making all the starcards usable offline purple (or so according to the changelog of that later update). Don't know why this stepped back so badly.

I'm truly sorry, I completely forgot to test that for these 2 months. But I finally did it, and you're 100% correct in your last post.I grabbed myself a lvl 16 heavy from my brother-in-law's account and tested what you described. And indeed, in any single player mode, all cards are available and on purple rank in the character selection screen. However, upon joining the match, the cards revert back to the level you have them at, but only in instant Action Missions. In Arcade and Instant Action Supremacy this issue isn't present. A special case of this issue are cards you don't have yet, as they are selectable (in epic rarity) but will provide a common rarity bonus.
And this only happens in Instant Action Missions, which is weird.
I tested a Heavy with a lvl 1 (common rarity) Bounty Hunter card, a lvl 3 (rare rarity) Defender card, and a locked Brawler card. In Arcade and Instant Action Supremacy, all cards, when equipped, provided the Epic rarity bonuses. But on Missions, they would provide the bonus for the levels I have them at, with the exception of the Brawler card, which isn't unlocked yet, and in my test resulted in a common rarity effect for it.

If there's any hope simple issues like this can still be fixed, please pass this forward. Devs purposefuly tried to make all cards available at max level in offline gameplay, so players can test them even if they don't have them. However, upon joining matches of Instant Action Missions, cards revert back to the level the player have them at, and locked cards revert to lvl 1 (common rarity). In the selection screen everything is in Epic level and unlocked, so this is indeed an issue that prevent the cards from being unlocked and maxed out when joining a match of Intant Action missions. Instant Action Supremacy and Arcade don't have this issue, and you can properly use those cards there at max level even if you don't have them at that level yet.
