I get the same error message. Been waiting on EA chat for more than 2hrs to see if I can get help.
Run all windows updates, and reboot, and keep checking for windows updates until there are none :S
My error message reads: Invalid License. Reason code = Missing DLL: [MFPLAT.DL] Error: 0x7E

I've got the same Issue, all your advices to troubleshoot ARE NOT WORKING, so whats wrong with guys?! Feature Pack -> installed. All the windows-updates -> installed! Error massage -> THE SAME!!!! 50 Bugs for a peace of *? I'll never buy again from EA!!!
