STWBF2 Level/Star Cards bug
In my menu my characters levels are normal but the Star cards are locked and when i go into a Match my characters are all level 1

What is "normal"? You mean 24 for one character, 7 for another, etc.? What makes you say they're level 1 in matches?
When you say the cards are locked, you mean you are unable to switch the cards out for other cards?
