Super low fps 10-20 used to run game just fine

Hi i'm getting super low fps all of a sudden on my desktop pc, I used to run this game no problem and i can't seem to figure out why it keeps going as low as 10-20 fps. So far i've tried turning on and off vsync, reinstall, reinstall graphics drivers turning off overlays pretty much everything that's already on the forums and Im still getting super low fps. I do not have dx12 on my pc specs are

Intel(R) Core(TM) i5-4690K CPU @ 3.50GHz 3.50 GHz
2 NVIDIA GeForce GTX 970

16 gb ram

Honestly i have no idea what to do at this point

Have you tried other games?
There have been no updates to this game in over a year.
As odd as this sounds, sometimes there are issues with newer drivers. You may need to revert to a version you know was working.
