Please try to remove any USB and Wireless devices except your Keyboard.
Most likely you are playing with your Keyboard while your Joystick or Gamepad still being connected...
It's an issue on consoles as well, happening with different mouse+kb combo and I don't have other USB devices/controllers plugged in. Considering it was happening even in the previous game, it's likely another engine bug like the sound issue.
