TL-50 Secondary Fire does not work

Summarize your bug TL-50 will not charge secondary fire, even after I unlocked the attachment.

What time did you see the bug? (HH:MM AM/PM) Around 8pm
In what game mode did the bug occur? Galactic Assault
What is your time zone? EST (IET) - GMT - 5:30
Steps: How can we find the bug ourselves? Select the Tl-50 for the heavy class with the attachment unlocked.
What happens when the bug occurs? Whenever I hold the zoom button nothing charges.
What do you expect to see? I expect the TL-50 to charge when I hold the zoom button so that I can use the secondary fire

I found a TL-50 in a Hero Loot Crate. After that I spent time unlock all of the attachments by getting 500 kills. I am still unable to use the secondary fire. I use keyboard and mouse and whenever I hold the zoom, RMB, the gun just zooms in with no charge. This occurs in 3P or 1P view.
