Trooper Career Milestone Starting Heavy training cannot progress, misspelled too

This is not fixed on PS4.  I have tried some of the "tricks" people are suggesting, such as unequip other cards, and using the defender card has no effect on points.  Some people have suggested you have to be in sentry mode or within "secure" borders, but that also doesn't seem to make any difference.  The card just does not work.  Judging by the number of threads on this topic, it is a persistent problem.  If there is a very specific set of conditions under which this card works, the card description has to be a lot clearer.
