Unable to clear cache

Hi, 

I'm trying to clear my cache so I can try and fix the glitch where it tells me I'm in restricted mode but it's off, as for SWBF2 it won't recognize I'm on keyboard and forces me to use controller (which I can't do). When I try clear the cache, it tells me files such as ServiceLogs and CustomBoxartCache can't be deleted as they are either 'Open in another program' or require 'Permission from administrators'. How do I fix this? It's really annoying spending $50 on a game and it won't recognize my input, then won't allow me to try and change that...

EDIT:
I managed to disable the restricted mode thing and turn off in-game, but it still doesn't recognize keyboard input? Help please

    I did some more research after this, cos it really bugged me, you have to unplug anything like a wheel, flight sim pieces and stuff like that. I think they are called peripherals? Unplugging them allowed it to work, but I didn't find out how to clear the cache.

    Hey @EntityInDisguise  make sure both of these programs are not running while clearing cache.
