Unexplained Intense Lagging

I've been having intense lagging for a month now. I've tried everything from turning on, off and resetting my router to reinstalled the game etc... And come to a solution the issue can't be my internet since I use the defaul ping which has always been around 40-60 ms and play wired and it works perfect fine on other multiplayer games and web browser.

At this point I'm so frustrated, hell might even quit the game for real (I've been playing this game since launch). I'm sure nobody else can't really help me since I don't think that many people have had this issue. I'm all out of ideas...
