I have a similar issue but instead the game forces me to look at the ceiling and not be able to move downwards

Your issue may be solvable by the same method I mentioned above, but it can also be due to a peripheral/emulator confusing the game. If you use any emulators in your PC, disable them, and if you have anything plugged into your PC besides your Mouse and Keyboard, unplug them. If your game is reading a device as some sort of controller, it usually produces this exact undesired effect. For reference, if I use both Mouse & Keyboard and a Gaming Controller and I decide to switch back and forth from both input methods, sometimes in the transition my game behaves exactly like you described: I get stuck looking at the ceiling. Sometimes I can move for a split section but soon my camera is brought back to looking upwards. It also messes my keybindings. That's the moment I unplug the controller and everything starts working again.
