Why is the coop vs AI so unbalanced?

@Guanfei I just started playing and I think heroes are generally broken and really ruin gameplay of this beautiful game.
I dont think however anything is wrong with spawn and I noticed that a lot of bots appear only when your team mates are bad and dont kill or do objectives . In good team which kills quickly and is coordinating well , spawn of bots is even disrupted a lot of times during whole match.
As for bots AI being different on pc than on console, well that is done on purpose I think, since playing with mouse and keyboard is a lot different and faster.Bots from console would probably be way too easy on pc.
