1st/3rd Person Toggle not working on PC

I can't seem to get the game to toggle from 1st to 3rd and I'm stuck in 1st person view. In the tutorial it didn't work and even restarting the game didn't help. I even tried binding the toggle to a different key and it didn't work. Anyone have any ideas? Anyone having this problem? I have to leave for work, but I'll try using a controller next time to see if I can switch it with a controller instead of the keyboard. I'd really prefer to play in 3rd person... Thanks for any help in advance!!

    On PC, you need to hold down whatever you bind the Toggle to in order for it to actually change.

    Well now I feel like the biggest idiot! I'm used to games having a "toggle" or "hold down" so I figured toggle was just press it and it' switches. I'm going to try that when I get back home. Thanks for the help lol
