Almost never can find a game and only ever dogfights error 1066

I'm sure this is an issue that has been flagged up before, but when I begin matchmaking for either Fleet Battles or Dog Fights it takes multiple attempts to find a match. I wait ten minutes and it comes up with a message saying that a match could not be found (Error 1,066).

Everytime I try to play with my friend we can very rarely connect to a game lobby and only ever dogfights. Just sits there for 10 minutes and times out with an error 1066 message. Havent been able to play a fleet battle once.
