I have the same problem with overcharge not working as I can't complete the ventor puzzle, did you find out what the problem is
Nope, never figured out what was going on. It was in the same thing though, wasn't able to complete the Ventnor puzzle because he wouldn't take commands. I ended up just restarting the game.

No. Restarted the game and my PS4 but nothing happened. Created a new save and figured it might be fixed.
