Without sounding like an a*se I accidentally completed this achievement, if you go back to the planets once or twice you generally come across them all.
I killed all of them before the story was complete. They tend to spawn in hidden areas that weren't part of the main path during the story.
@mugcostanzathey confirmed it as a bug for some people and are patching it in the next update
