Cannot Recover account due to not receiving the email with the code

I have used an ea account for over 15 years and it apparently was deleted for inactivity. I go to self recover and it says it’s sending an email with a password and code. I never receive and email. (No it’s not in spam). It is still linked to my Xbox and I still have access to the email but the advisors tell me nothing can be done and to just make a new account and lose all my data. Any advice or way to escalate this? I find it hard to believe there’s no way to give me access back to this account. Thank you for your time!
