You'll have to have your VR headset connected and whichever software the headset requires started (Windows Mixed Reality Portal for a Windows Mixed Reality Headset, Oculus Software for an Oculus Headset, Steam for a SteamVR headset, etc..). After that start the game and the option to toggle VR will show up in the menu. Once you have toggled VR on, you can also adjust the graphics settings for VR.
If you have the Steam version, you can also start in VR mode directly (perhaps a startup flag like -VR may work with other versions as well, it's worth a try, I suppose).
Also, SteamVR has to be installed and up to date on your computer (it should auto-launch once you toggle VR on in the game - if it doesn't try launching it manually before you start the game as well), no matter which VR headset you have.
