I had the same problem. Playing on a PS4.
As someone else has said I don’t think it’s a bug it’s poor design. To resolve I pushed my left stick upwards, held the x button and after 30 to 60 seconds I headed towards and then through a swim tunnel.
I hope that might help some of you.
