as @RedFoxxie pointed out, an Origin underage account has some restrictions in place to protect children. That includes limitations regarding online play and purchases.
As mentioned, there might be some differences between the PEGI rating of a game and the age at which an underage account can be aged up, but keep in mind that the PEGI rating is not set by EA as a company. The age at which an underage account can be aged up also varies between countries - here's an article with more information regarding this topic.
It has to be an EA thing. On Sony, Microsoft, Nintendo, etc I can easily adjust permissions for online play and purchases on my family accounts, and that's just the bottom of the list.
