I think I found a temporary solution for all you guys using the Xbox One controller with Bluetooth on Windows 10.
I noticed that when I'm having this problem, my PC recognizes the controller as an XBOX 360 controller when connected to Bluetooth. I don't know why, but this didn't affect any other games, FIFA 20 worked fine using my controller on Bluetooth mode. So I went ahead and connected my controller without Bluetooth, and using the USB cable. It recognized my device as an XBOX One controller, and after I removed the original 360 drivers downloaded when it was connected to Bluetooth the game finally started working with the controller. Hopefully, this works for you guys too.
STEPS:
1. Connect your Xbox One Controller to your Windows 10 PC with a USB cable.
2. Right-click the Windows Button
3. Click Device Manager
4. Check if your device is recognized as an Xbox One Controller under Xbox Peripherals
=> Proceed to Step 5. If it is recognized
5. Click Xbox 360 Controller Peripherals
=> No Xbox 360 Controller Peripherals, Sorry can't help T.T
6. Right-click Windows Xbox 360 Controller and select Remove this device
7. Run the game
