I just recently purchased the Ultimate Edition, and it says it includes the Deluxe Edition. I was able to get everything except the DL-44. It says I still have to unlock it. What gives? All the sites I looked at said this was an instant download.

which platform are you playing on?
If you're on Origin, it should be straightforward, you click on the game and check the version that's installed.
On console, you might have to download the entitlements separately in the store, that is the Season Pass and the Deluxe - both should be included in the Ultimate Edition. After you downloaded the Season Pass, you should be able to download the expansions free of charge while the exclusive emotes and instantly accessible items are contained in the Deluxe version / upgrade.
