dynamic resolution stutters wtih max fps set to 60 at 4k and vsync on

Platform:PC
Summarize your bug playing on 4k dynamic resolution does not keep 60 fps with vsync on, drops to mid 50s. with max franes set to 90 fps it works fine but looks blurry.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? activate dynamic resolution at 4k high settings, set max frames to 60 and vsync on. game stutters often while dropping below 60fps.
What happens when the bug occurs? stuttering
What do you expect to see? i expect the dynamic resolution to keep steady 60fps at 4k with vsync on when max fps is set to 60. it works perfectly when max fps is set to 90 and is locked at 60 fps vsync but the internal resolution drops massively and gpu utilisation is at around 50 percent. it should be possible to set max fps to 60 and have a flawless dynamic resolution 60fps experience.

please fix the stuttering that occurs with dynamic resolution and max fps set to 60 with vsync on. the game constantly drops below 60 fps.

my specs:

9700k

rtx 2080

16gb 3200mhz ram

game on ssd

    @Fraggball 

    Set vsync to "fast" instead of just "on" make any difference ? 

    I run a 2080 but dont use vsync , as have a 144hz gsync monitor

    Unfortunately that doesn't help, I tried it. 

    Also I use the vsync ingame setting. 

    On my 144hz gsync 1440p monitor the game runs perfectly fine, but I want to play it on my 4k TV sitting on my couch. 

    I moved the game to my nvme drive and the stutters fmgot a bit better, certainly the texture streaming has some problems. 

    But the main problem is still ongoing, dynamic resolution is not able to keep steady 60fps at 4k while setting max fps to 90 blurry the game but it runs totally fine at 4k.

    I don't use the in game v-sync. I go to nvidia settings in windows and select v-sync. The stuttering is still there but it's better.

    I will try that as well. At least Im not the only one with this problem.
