Says to follow Echo Leader.. and you just fly around and nothing happens. Googled this, many people are having this issue.
I just downloaded and started a new game and ran into this problem (on XBOX X). Restarting the checkpoint and restarting the mission didn't fix it. Restarting the game with a new story from prologue 2 did fix it.
