Steps: How can we find the bug ourselves? Enter the prison block, kill the mobs, wait for your view to be auto-adjusted as Cere says "I'm stuck behind a blast door; look for a control console" (the view zooms in on Cal as Cere is speaking and the view controls no longer are controlled by the mouse).
What happens when the bug occurs? When Cere says "I'm stuck behind a blast door, look for a control console." your ability to change your look direction by moving the mouse does not work. This makes it very hard to FIND the control console. As a workaround, I repeated this scene from a recent save, found the console as I was killing mobs, and then positioned myself so that I would be able to see it and move to it using WASD keys after the last mob was killed (maneuvering on WASD without changing your view to look where you are going is VERY annoying).
What do you expect to see? When Cere finishes her dialog line, the view control should unlock and go back to the player's mouse movement to change the look direction.
