I was able to fix this on PS4 without starting over my game. DON'T DO THIS IF YOU'RE WORRIED ABOUT LOSING YOUR SAVE! I can't guarantee it won't mess up your game! Note that this will likely ONLY work if you have not meditated or left the planet after getting the bug.
- Go to Settings > Saved Data Management and select the game
- Select "Save File 00" or similar (if this is your first save it will be 00, if it is your second it will be 01, etc.)
- Copy the save to USB
- Do the same with "Backup 00" or similar
- Do not lose your USB! This is your backup in case anything goes wrong!
- Delete "Save File 00" (NOT the backup)
- Reload the game
- Select your save file
The game will report that your save file has been corrupted and it's loading your backup. You will now be returned to an earlier point in the game before you entered the workshop, likely when you landed on the planet. Go straight to the workshop and try again. Take things slowly.
Apparently this works on PC too, but I haven't tested it, and I don't know where the save files are stored. Saw this in a thread but can't find it now.
Some other notes about the fix:
- This worked first try for me, but you may have to try this multiple times. Someone reported it takes as many as 5 times on PC. Again, I tried taking things slowly in the workshop, so try that.
- I tried re-installing the game after my issue, so if you can't get this to work no matter what, try reinstalling. You have to wait for the game to FULLY download, so if you start the game and it complains that it's not fully installed you have to wait. You can see the actual download progress under Library > press "Options" over the game > Information.
