I have the same problem. The character looks as though he is stuck beneath ice. Judging by the texture on the ice, which never scrolls off screen, he is unable to swim beyond the screen boundaries. Swimming doesn't change the situation. The darkness and light varies with swimming, but not in a helpful way that suggests progress or a clear opening anywhere.
I'd say this is a bug. It doesn't feel like a challenge I'm simply missing, because the character is stuck and unable to proceed.
