I had the same issue as the OP and searched everywhere for a solution. Couldn't find one. It's a bug and I found out that if I quit the game, restarted, and continued from the last save point, the next time I fell through the ice, I went to the correct area that's described in EA's response and was able to continue the game.
If you find yourself stuck like this, just restart and it should get you through.
