The same thing happened to me. Didn't fix after restarting the game. But swimming down as soon as you regain control of Cal put me in the right area.
@KjRulzJust tried going through for the fourth time and by doing what you suggested, I managed to get down quickly enough - before the rocks behind the player spawn in. Just spam the ”swim downwards” button as soon as you’re dropped into the tunnel and you should be fine. Well, at least it worked for me.
FYI> This is still happening in August 2021...
Just happened to me, restarting doesn't help and i can't seem to swim down fast enough to get on the right side of the ice before it bugs out trapping me. This is a pretty game breaking bug, and seems like alot of people have gotten it over the years. Cant believe its not been fixed by now. My game is pretty much screwed at this point.
