Haxion Brood Bounty Hunters Not Spawning

Summarize your bug Bounty Hunters are not appearing post game. I need to scan a bounty hunter for the Data Collector Achievement. Haxion Brood have stopped spawning completely and I beat the game before it was patched to make bounty hunters appear normally.

What do you expect to see? Bounty hunters spawning at normal rates so all achievements can be earned.

Prior to beating the game Haxion Brood were spawning all except the bounty hunters. This prevented me from getting the Data Collector Achievement. I waited for a patch to come back and get this achievement. Now the Haxion Brood do not spawn at any locations.
