How amni suposed to ever get a targeting rifle streak?

Hello people, I have an issue snd need serious help. I have been trying to get 3 targeting rifle streaks for nearly a year and still cant even get one. I usually get around 4-8 kills per match and die 15 -25 times. I got 10 kills in one match yerterday but died 28 times, i was only to get 2 kills with the targeting rifle in a row. But when the match wasbover, it said i got no kill streaks. Is there anyway to maybe change matchmaking to people on my level because fornone, im lv 40 I have been playing since the game came out and its taken me sincevthe game came out to reach lv 40. Is there any easiesr way to attain this or is people like me just never gonna have a chance.
