The replay is a pretty crude approximation of the server's authentic version, unfortunately. What usually happens is, on the attacking side, there is proper aiming and leading. However, what you see in the replay is the enemy's aim according to your view of him which is delayed by two ping times: enemy packet to server, server packet to you.
There hasn't been any solid evidence for cheating in this game. So most likely it's just due to our imperfect internet.
