This is generally caused by having the wrong version of the DLL File. I've seen similar errors when using a DLL File to fix a game directly, or to make it USB-Bootable.
Try looking around to double check that you've got the correct version. Otherwise, contact EA, tell them the issue (including about the DLL File).

@GENERALZOOL I got it working ... reinstall directx, .NET and fix the permissions on system32 did the the trick , combined with the reshade solution for win 7
