I guess in that particular case the person has the Bounty Hunter trait card installed. When you reach the 3rd level,by getting enough kills, it will grant you a powerup almost every kill you get. It will also reset the cooldown. I think the cooldown is for the main weapon but the powerup you get is often a Refresh Cards one. Making you able to use the jumppack a couple of times right after eachother.

Bounty Hunter (Rank 26, 7,000 Credits)
- Level 1 - Low chance to get a Power-up with each kill.
- Level 2 - Medium chance to get a power-up with each kill.
- Level 3 - High chance to get a power-up with each kill and resets cooldown with each kill.
Ive seen this guy jump without killing 3 or 4 time in a row
@R3DSKY Here's an example. The cooldown is also for the jumppack. There are loads of topics on the Battlefront forum and on Reddit about this being OP and should be nerfed in a future patch.
So proves the game is flawed. Its a built in hack for the game, how about that. Anything to get an advantage over 90% of the rest of the players. I wish i could get a refund for such a lousy game.
Anybody up for a game of Atari ET game? Less hacks.
Could also have a card refresh power-up. I get them all the time with my bounty hunter trait.
