Looks like a big design oversight to me, the idea to fly close to a cap ship beneath the shield to destroy turrets / sub systems is not so bad to begin with. But the way it's implemented it heavily supports kamikaze tactics and (hopefully) unintended cheesing when defending.
That's true, they can sit behind the shields. But the shields can be dropped and you can fly around the sides to avoid them.
If they want to sit still and be a turret then just treat them like a turret and avoid them. Go around, get inside the shields and kill them from there. Or just hit an objective they aren't sitting on top of.
This is really only a problem if you're flying straight at the capital ship constantly.

@MrRipYourHeadOff as opposed to turrets, players have brains and can track your movement from a considerable range. The map isn't wide enough for this. If there are two players coming, one straight ahead and one from as far left as possible, as a TIE Bomber with a gatling gun I have the range and the turn rate (even stationary) to get both of them.
