I know that PlayStation 4 has a "restore licenses" option. This helps if you have trouble using content that you've previously unlocked, such as in your scenario.
I did some searching, but couldn't actually find this option for Xbox One. I think it might be there though - something to check out for you as well.
@Straatford87 I was able to get my content back, but it only appears in my inventory when I am online! I took my xbox offline and the content disappeared.
