Stuck at 20 fps. Will not go above no matter how much I turn the settings down. It's like it's locked to a cap of 20 fps.
if you have acronis installed or some antivirus other then windows defender try adding the game folder to the exclusion list.
added to exclusion list in acronis and now getting 100+ fps and maxing out gpu usage.

Mine is locked at 10 fps. Even in the menu. 1070 Ti, 16GB RAM and Ryzen 2700x. I don't know what is the problem but i think maybe it is the 1070 series. Anyone else?

i noticed one cpu core is pretty much maxed out and the rest are hardly doing anything.
I haven't played the game yet so I don't know what the game options are, but is there an option to disable vsync? If the framerate is very bad for some reason (though it shouldn't be on your hardware), the framerate may be capped at a division of your refresh rate. For instance on a 60hz monitor it could be capped at 60, 40, 20, 15,... frames per second if the next highest target can't be reached.
No, because in my case, i use G-Sync. So i turn off V-sync. But even when i try ti turn it on, not working. Locked at 10 fps.

Not experienced this before.
I'm having basically the same issue as well. I'm stuck between 30-45FPS no matter the settings or resolution combination I choose. I'm using a 9900K and 2080Ti. And when checking my GPU / CPU usage I'm sitting at most 40% GPU usage and maybe 20-30% CPU.
It's currently unplayable, a shame.
Hopefully a simple fix is incoming.
