Low performance, FPS drops GTX 980

I recently bought the Season pass as I was looking forward to the DS DLC and felt it was now worth paying the price for 3 DLC's.  However I have noticed significant FPS drops and just general low performance in any map since I have started playing the game again. The FPS issue seems unrelated to settings as I have tried tweaking the graphics settings myself and using Geforce Experience performance optimization. None of this seems to help the FPS bounces around from 150 all the way down to 25-30 but more consistently in the 30's which makes the game unplayable.

System info:  

CPU i5-4690 3.5GHz

RAM 16Gb

64-Bit Windows 10 Home

GPU 980 GTX  driver date 9/16/2016  version 21.21.13.7290

I have tried moving the install to a different drive and even done a full repair on the game through Origin. I am runnning out of ideas as I have no problems with FPS in any other game as I wouldn't expect to with a 980 GTX which is still a high end card. 

The FPS issue doesn't seem limited to when playing as I have noticed it drops to the 30-40 at times even when just int he menu looking for games.

    Tried moving install to ssd and stll no change getting 30-35 fps in any map as soon as I load in the game and its not spiking to this it is constantly at this level and is there fore unplayable.  If I can't get this fixed I will have to ask for a refund for the Season pass as it is not playable at all at this FPS.

    I give up after waiting 2 hours to connect to a game advisor on EA support. Some customer support that is. Said 5-10 minutes wait at the start then 15-20 now 25-30 and I wait 2 hours and nothing.  GG EA

    Hey, I was also getting ridiculously low framerates and stuttering on a GTX 1080. I used to get around 90fps but that dropped to around 24fps with the Bespin update. I was told to try a repair on the game but that didn't really help. In the end I did a full uninstall through the origin client and then an install (it downloaded the whole game again!) and now I'm getting around 110fps, so even better than the original framerate. If that hadn't have worked I was about to give up and move on :D

    Well After 35 minutes on the phone to EA support guy who was very sympathetic and helpful and we tried various ideas and tweaks and after none of that worked tried a complete uninstall and reinstall but unfortunately still no good.  I get around 30 fps on every map with stuttering from the frame drops makes it completely unplayable on any map with any game type.  The last thing the support guy said was that there is an open investigation with the devs on stuttering and game tearing that may or may not be connected to my issue and to wait for a patch to see if it fixes the issue.  

    TLDR EA cant fix wait for patch and see, cant play until then.

    Should ask for refund.
