Try going in the Video Options and set the VR Options to Custom (this is separate from the normal video options), then crank the Volumetric Quality way down and set the Anti-Aliasing to TAA Low. These two options will give you ~15-20 fps. The next heaviest three would be Lighting, Shadows, and Ambient Occlusion.
Yes, I lowered all the graphic settings and got a solid 90 fps, but that had no effect on the blur.
