The PC version is made up of multiplayer and there are no additional fees, unless you count the Season Pass for future content. I did a search about the PS4 and did not really find anything about additional fees for console players. PS4 network did let everybody in their paid network play the game for free last Christmas, but not much else about additional costs to play.
