A new game plus could work, but only if it took the story into account.
First of all, there would need to be an added challenge, basically going up one difficulty level at the least (normal NG plus gets the enemy AI and damage from hard difficulty, hard gets very hard, and so on, with a new setting for very hard).
Alternatively, and I would prefer this, the added challenge would come in tougher enemies and a different composition of enemy mobs. More officers than regular troopers, etc.
The game would start the same, but all your unlocks would carry over and become available to you once you unlock them through story progress. If you've unlocked all force push power variants on your original play through, you wouldn't have access to any of them until you reach the point in the story where you unlock them, but then all of the ones you had unlocked would be immediately available.
There are many similar games that have done great work with NG+, Batman Arkham, The souls games, and recently God of War, which, apart from the stats stuff, might be a good template for this, as unlocked powers etc. work pretty much how I explained it.
I for one would love an NG +, but that's just me.
I would be satisfied with just that we can customise our lightsaber color on the begining of the game on the ship with more than just blue and green in next play through. Seriously it's annoying that we get all the other colors only almost towards the end of the game.
