[PS4] Game crashes on EULA

I'm on an older PS4. I try and load the game and it gives me error codes at the EULA. Sony said to restore licenses and activate my console as home. The game booted up once but crashed 4 times at the intro video. Fine, skip that. Get into game play and the screen is covered in green and purple artifacts. Try to just push through the mission. Game crashes. Think deleting the save info might help. Now none of the previous troubleshooting can get it past the EULA again. I get the game was on discount, but I would assume it at least worked. Any advice? I just want to shoot some rebel scum damn it.
