If it's a bug or corruption with the game, that's all EA's problem 🙂
If it's not, then I can only assume it may have something to do with your PS4 hard drive. You've checked your storage and made sure it isn't full? The hard drive inside is in good condition? Tested? If it is more than 5-7 years old, I'd recommend having a pro test it. It's not hard to take out of PS4 at all, literally slide top cover off and 1 screw to take off to slide the HDD out.
I have PC version, no issues so far (knock on particle board).

Yeah it looks like a storage/ hard drive issue but no other games/downloads/software has problems or has had problems before. I'm using a newish Baracuda Seagate 2TB hard drive and it performs great. There is over 100GB of free storage. Funny thing, a few hours after I posted this the game-breaking bug seems to have fixed itself (for now) as suddenly I'm able to load the game when before it said "can not load saved game as this portion of the game has not been downloaded" (even though nothing is "Downloading" and it seems to be fully installed). Perhaps they're working out the kinks. Hard to say, hopefully, I can keep playing it and EA will keep fixing the bugs!
